Shallow well going dry- foot valve question

I have a shallow well that is going dry. We've hardly had any rain since June so it's not surprising, but I have 2 questions I hope someone can help me with....
1. Does my using/not using the water have any effect on the level, or is it just the weather conditions?
2. If it goes completely dry and the foot valve starts sucking air will this cause any kind of problems or can I just shut it off and then go back to using it when the ground water comes back up?

Both have an effect. If you don't use any water then the well should refill based on surrounding water table.

If the well goes dry you must absolutely shut it off or the pump will burn up. The pump seals are water cooled.
