Sewage smell coming from green pipe outside of my house

Does anyone know what I can do about a sewage smell coming from the pictured green PVC pipes outside of my house? I noticed that there is a crack in the white cap, can I just replace the cap to stop the smell or is this a sign of a bigger problem that I should call a professional about? If I can just replace the cap, any advice on how to remove the old cap and install a new one?

Those look like cleanouts, either for foundation drains or downspout drains, since that is not the type of pipe that would be used for a sewer line.
Remove the caps (they just pull off; you may have to pry a bit and wiggle it back and forth a little) and look down with a flashlight. You should not see more than a little water at bottom of the pipe. If there is a lot of water there may be an obstruction somewhere.
Assuming the pipes aren't full of water, just buy a new cap and push it in place. Take the old cap to the store to get the proper item.
