extending depth on existing shallow well a cpl feet deeper in sand

hello,I have a shallow well in my back yd. that is 12' deep it's cased with 6" galvenized now and is pulling rust up from the initial 55 gal drums used to line the hole when it was first dug. Then 6" casing was used after well was deep enough. but barrels were left and have been rusting out and coming up in the pump. Can I make this a foot or two deeper its sand at the bottom of the well but water level is a foot or so above sand.would this be possible and could i do it myself??

What is this well used for?

In my area deepening a well is not permitted. Permits must be gotten and a new well dug.

Do you know if the sand at the bottom is naturally occurring sand . . . . or was it added for filtration inside the steel barrels after the well was dug ?

Just to water property with 4 yards

Pump used only when iirrigation is let in from april til october

wells grandfathered

This well is grandfathered and don't believe they will allow digging a new well

Naturally occuring sand as far as I know.
