Water flows out of clean out when pump works

There are two sump pumps in my house. One is out side of the house, the other in the basement. I don't experience any issue when showering, washing or flushing but as long as it rains heavily or snow melts too fast, water will flow out of the clean out (in the left circle in the image) of the basement sump pump when it starts to pump. This maybe is not even a clean out, just a pipe draining the water from the basement. Can anyone tell if this is the case and I can simple connect this end to the other sump pump drainage pipe or something else is wrong, for example, my main sewage pipe is clogged? Thanks a lot.

Drainage from a sump pump in the basement is likely for groundwater, not sewage and the pipe on the left looks like a lawn popup. (Drains when it needs to) No idea what it's connected to, we have no way of knowing.

Groundwater should never go into your sewage or septic system, whichever you have.

A sewage sump (lift station) would be a completely sealed system.

The pump on the left is for the basement sump pump. If you get water out of the cleanout.... the drain beyond that point is clogged. The pump outside the house looks like a sewage lift pump and should have nothing whatsoever to do with the basement sump pump and they cannot be combined..

Thanks... Glad I didn't combine them. Then where usually should the groundwater go when pumped out of the basement?

If you don't know where the end of the basement sump pump drain is, then I'd say you are looking at it. Only way to find out is to open up your sump drain in the basement and send a long snake up the pipe and see if you figure it out.
