loud water pump

Please look at the photos. I dont even know how to properly call them and need sone what which one does. One of them is loud and every few minutes(if not faster) i hear loud noise when i guess water is dumped.. thrown somewhere. It is so often and so loud that when we watch movies we have to raise the volume of a movie.
If it rains, this pump works like crazy. I would really say every 1-5minutes but even when it does it rain I think I hear it.. maybe once per hour.
Should it be like that?
Second thing is this pigtail/ cable that sits on top of one of pumps. Is this for some battery?
Please let me know if you can help.

You have two different sumps in your photos. Which is the one you are asking about?

The pigtail is used for a battery backup pump. It's connected to a battery so if you lose power, the smaller battery pump can run. You obviously would need to connect a battery and charger for it to work.

Some pumps are louder than others. Though if it's making obnoxious sounds (screeching, squealing, etc), there's something wrong with it and it needs to be repaired/replaced. The pumps will be quieter if the sumps are fully covered and sealed too.
