Sealing cistern overflow pipe
I have a seeping leak between the concrete cistern wall and the Schedule 40 plastic overflow pipe when the cistern is 100% full, and want to confirm that white 3M5200FC will be a suitable material to fix it with. I plan to chisel a small V-groove on the outside and fill it with adhesive when the water is well below the bottom of the pipe and the joint is dry.

Is there any way you can get inside the cistern to try and seal so the water pressure helps to hold the sealant in place?

Afraid not able to access inside the cistern. And not sure I want to chip out a large enough square-sided channel for hydraulic cement to work properly. (V-groove NG for hydraulic cement.) May test adhesion on a non-critical concrete surface, though.
Mostly worried about water contamination but probably small worry since it's almost a foot away from the water in the cistern.

If it's only extra potable water..... so what.... let it leak out.

Contamination would be from diffusion from the adhesive into the drinking water. The problem I want to solve is that mold/mildew grows on the wet surface of the wall where the water drips out. Unsightly.
