Draining a tank for mechanical sewer

I purchased my parents house. We have a mechanical sewer system that drains into the ditch. Whenever I open the cover and look into the tank I see water. Someone told me that I'm supposed to empty this tank every few years is that correct? I have no one to ask about this and I fear that the answer is probably going to be yes. If that's the case then why is there a pipe draining to the ditch?

That's what I have called it for the last 30 years of my life. It's a hoot system.

Maintenance of Engineered systems like yours is very important. Do not cut corners. If it fails it can be very expensive to repair or replace.
