Welcome to the forums!
I don't know too much about the acrylic artist paints but know sanding sealer well. It's main purpose is to seal the wood, raise the grain so after it's been sanded you have a good surface to apply varnish with limitted sanding between coats. Sanding sealer dries quicker and sands easier than varnish or poly. It shouldn't be used under most polys as it isn't always compatible with the poly.
I trained under an old painter that liked to mix in 30-40% sanding sealer in with his enamel undercoater. He claimed it was easier to sand and resulted in a slicker finish. Back then, all woodwork was painted with 3 coats - 1 primer and 2 oil base enamel. I doubt there would be much need for this with today's coatings.
Sanding sealer will seal your wood carvings and after sanding will allow them to have a slick finish but I don't know if there would be any issues with the artist paint adhering to the sanding sealer.
