Fixing stuck bearing on swingset

I built my son a swingset with some help I got here. I ordered some swing hangars:

However, one doesn't pivot freely. Probably 50% of the area of travel is restricted, beaning that while it does pivot, it is slow, like there's something blocking it. I don't see what is blocking it. Could someone suggest what to do about this?

Could it be over tightened?

Or possibly a burr in the casting that's rubbing. If you unbolt the two halves, you should be able to find the cause.

Or is cheap finish and has rusted. Squirt a little lube into it first, see if that helps, then tear apart!

OK I took it apart. There's some plastic bushing in there that seems to be causing it. It's basically a rubber washer. Can be fixed.

Without seeing exactly what you have there apart.... it's hard to offer help.
I doubt it's rusted.

Amazon is pretty good acknowledging problems.
Let the seller know you have a problem piece. They should send out a new one no charge.
