How to cut a decent circle in plastic?

I'm wanting to cut a reasonably circular hole (about 8" diameter) in the side of this:

What is the easiest way to do this without it looking like a butcher job? Preferably without power tools.

Mark your circle with a sharpie and then cut it with a tin snips. Use a knife to cut a small hole in the center to give the tin snips a place to start cutting.

An offset left turn snips will work best.
