It is not enough to just place the shingles over the old ones, you have to first ensure that the roof is in a good enough condition. This may involve removing a small section of the roof in order to check that the condition of the shingles, and the support structures underneath those shingles. Look at the felt and the roofing materials, and check for signs of leaking before you start installing new shingles over the top.

Building Codes

Another important thing that you have to consider before you install shingles over the old ones is the building codes of your local area. Check with your local authority, and have them grant you clear permission before you start fitting the new shingles on top of the old ones.
