A round and flat blade shovel is very useful for breaking the ground and leveling off the dirt. A rake is very useful for spreading out the aggregate used as a foundation. Small hand tools are also useful for making small changes where needed. A wheelbarrow is also a necessity when moving stone, dirt, or the garden steps themselves from position to position.

Cement Pavers

Besides the flagstone rocks, garden steps can also be made out of great looking cement pavers. These pavers can be colored to whatever you desire and come in different shapes. They are easily set into place and will last for many years without a lot of maintenance needed. One of the keys to remember about using cement pavers or bricks is that you need to have ones that are without any cracks or nicks in them. They can easily work into a larger crack, and eventually, the paver will break. 

Weed Blocking Material

Before you can lay down any type of material for your garden steps, you should always use a layer of weed blocking fabric. This landscape fabric is basically rolled out onto the ground and cut with scissors. You can secure it with landscape pins, but a layer of stones will keep it secure.

Wooden Timbers

One of the great ways to accent your garden steps is with some wood timbers to act as a frame. Digging a small trench on the side of the path will allow you to lay these into place. Pressure treated lumber is the best option for this, and a layer of crushed stone will help keep it off of the bare ground.

Level and String

The most essential material that is needed for installing garden steps has to be a level and string. Using the string will keep your garden steps straight and in a line, while the level helps you keep the steps from tilting and being unstable.
